The Parliament of New Zealand enacts as follows:

1. Title

This Act is the Mobile Phone Signals in Cinemas Act 2006

2. Commencement

This Act comes into force on the day after the date on which it receives the Royal assent.

3. Purpose

The purpose of this Act is to prevent mobile phones from ringing in cinemas.

4. Cinema operators to block mobile phone signals

Cinema operators must install devices in cinemas to prevent mobile phone signals reaching inside the cinema when a film is screening.

5. Compliance within one year

Cinema operators must comply no later than one year after this Act comes into force.

6. Meaning of "cinema operator"

Cinema operator means any business selling tickets to members of the public for the purpose of viewing films.

7. Failure to comply is an offence

Any cinema operator who fails to install the required device by the due date commits an offence and is liable for a fine of up to $5,000.
